What it a particular builder that modified the "more"
open transom? Who
started doing this, is it a kit? Is is still available? Is it a big benefit?

To the best of my knowledge, only the Tartan built boats have the wider transom opening. We like the additional space on our "chicken patio". It does seem to make getting back onto the boat easier when swimming.

My boat, x-Saucy Girl (hull # 70), was laid up by Mark Soverel in his plant in Palm Beach, and then trucked in the mold to the Tartan plant in South Carolina early in 1986. Tartan designed an entirely new deck mold, which led to a much stiffer boat as well as the wide open transom. They also added copper bonding wires and other touches to the boat that made it a better but heavier product.

An other "advantage" of the more open transom is that you step behind the tiller when you tack or jibe. Also you can make tighter turn without having to lift the tiller.
